Investigates the outsized influence of the world’s ‘bottom-billion’, the 1/7th of us on earth who have not yet risen out of poverty into the global middle class. Primary text is a reflection on counter-insurgency, but additional readings focus on the lives, and agency, of a series of communities from Latin America to East Africa to the Bay of Bengal.
