Investigates the outsized influence of the world’s ‘bottom-billion’, the 1/7th of us on earth who have not yet risen out of poverty into the global middle class. Primary text is a reflection on counter-insurgency, but additional readings focus on the lives, and agency, of a series of communities from Latin America to East Africa to the Bay of Bengal. In all cases, care is taken to identify contrasts between narratives of the poor being acted upon vs. examples of their self-determination. HINW 322 (Summer)
